Michael J. Mansfield joined T&M in November 2011 after a distinguished law enforcement career that spanned more than three decades. Mayor Michael R. Bloomberg appointed him in 2007 to serve as commissioner and chair of the New York City Business Integrity Commission, which targets organized crime and corruption at public wholesale markets and in the private carting and shipboard gaming industries.
Mr. Mansfield had been a prosecutor for 23 years at the Queens County District Attorney’s Office in New York. He rose through the ranks in management, serving as Deputy Bureau Chief of the Rackets Bureau, Chief of the Public Corruption Bureau, Chief of the Civil Enforcement Bureau, Chief of the Arson and Economic Crimes Bureau and Deputy Executive Assistant District Attorney overseeing the Investigations Division. In August of 2002, he was promoted to Executive Assistant District Attorney for Operations where, among his many responsibilities, he directed counterterrorism initiatives and the Witness Protection program.
Mr. Mansfield served on the Board of Directors of the New York City Off-Track Betting Corporation and currently serves on The Advisory Board of the Queens College Continuing Education Program. He was also an Adjunct Professor for the City University of New York at the John Jay College of Criminal Justice and a member of the faculty of the National College of District Attorneys. Throughout his career, he has given many lectures, both in the United States and internationally, on regulatory matters, white collar crime and financial fraud.
Mr. Mansfield began his law enforcement career in 1979 with the New Haven Connecticut Police Department after graduating with honors from Long Island University with a degree in criminal justice. He earned his Juris Doctor, with honors, in 1984 from the Quinnipiac University School of Law, where he was an associate editor of the Law Review. He is admitted to practice law in New York and Connecticut.

Richard M. Frankel is a highly regarded former command level executive with the Federal Bureau of Investigation, an attorney and a trusted senior advisor. Throughout his career, which spanned more than 25 years, Mr. Frankel led several FBI field divisions as the Special Agent In-Charge. In this capacity Mr. Frankel oversaw all facets of the office, including criminal investigations, undercover and tactical operations. He has extensive experience in understanding as well as investigating complex coordinated attacks and is a recognized expert in crisis management.

As the Special Agent In-Charge, Mr. Frankel directed multi-agency initiatives to respond to major threats. This was accomplished, in part, through outreach and liaison building with community groups and entities in the public, private, academic, non-profit sectors.

Mr. Frankel also served as the Associate Director of National Intelligence and Senior FBI Representative to the Office of the Director of National Intelligence. In those roles, Mr. Frankel was directly responsible for overseeing and managing relationships among domestic intelligence and law enforcement agencies.

As the principal liaison with external entities, Mr. Frankel informed and advised the FBI Director on all issues pertaining to relationships between the Intelligence Community and its Domestic Partners. In this capacity, Mr. Frankel worked to increase interaction and cooperation between the law enforcement community and the greater Intelligence Community as it related to identifying and working to combat cyber threats.

Today, Mr. Frankel utilizes his vast experience to work as the Chief Executive Officer of a strategic crisis management, intelligence and security advisory firm dedicated to helping clients, financially and physically, mitigate exposure and minimize loss. This is achieved by integrating technology with specialized knowledge, including human and deep source intelligence, by combining open source, cyber and surveillance intelligence to address current and emerging threats to multinational corporations, governments, and non-governmental organizations, as well as private individuals across four main areas: intelligence, counterterrorism, cyber security, and critical infrastructure protection.

Mr. Frankel’s law practice focuses on government relations, cybersecurity, and white-collar crime and internal Investigations.

Mr. Frankel regularly provides insight and commentary to as a subject matter expert to major news outlets.

Mr. Frankel is a graduate of Ithaca College and the Quinnipiac University School of Law.  Mr. Frankel began his career in public service as an Assistant District Attorney for Suffolk County, New York.
